“包容性社会”建设顶层制度分析:IAF模型的构建与运用

摘　　要：改革开放以来,我国在经济等领域的改革取得了一系列重要成果。但与此同时,我国社会也存在诸多"社会不包容"的问题。基于对我国改革事业和包容性社会建设的关注,本文从当前我国社会运行中存在的社会结构差出发,分析了转型期我国社会运行现状、包容性社会建设顶层制度建设的迫切性。此外,本文建立了制度分析的IAF模型,从制度要素、行动者和行动场三者分析行动者策略的改变。最后,基于IAF模型,本文专门探讨了包容性发展理念下我国顶层制度设计的目标及当前顶层制度设计的重点领域,以期为我国包容性社会建设提供参考。Since the adoption of an opening and reform policy,tremendous changes have taken Place in Chinese society especially in the economic field.Meanwhile,lack of social inclusiveness is a big problem in Chinese inclusive society construction.In order to push forward reform in China,this paper analyses the status quo of Chinese social operation and the necessities of fundamental institution design for building a inclusive society based on an unbalanced social structure perspective.This paper also build an IAF model including institution（I）,actor（A）and field（F）to interpret the change of actor′s strategies.Finally,this paper applies IAF model to combine the inclusive ideas and institutional design theory,tries to pick up the key issues and to provide suggestions in Chinese fundamental institutional design.
