采煤沉陷区移民安置问题探讨

摘　　要：分析了淮南矿区近年来在采煤沉陷区移民安置工作中所取得的成果,介绍了淮南矿区的移民安置模式,分析了面临的抢栽、抢搭、抢建难题,探讨如何进一步做好采煤沉陷区移民安置工作,认为采煤沉陷区移民安置工作的核心是处理好政府、企业、农民之间"法、钱、权、责"的关系,做到合法操作、合情补偿、合理分配、合规监管是做好沉陷区移民安置工作的重点。The paper introduces the fruits of resettlement work in coal mining subsidence area in Huainan colliery in recent years and its resettlement mode;analyzes the problems of rushing to plant and build;explores how to further perform the resettlement work in coal mining subsidence area.The core of resettlement work is to handle well the relations of ＂law,money,power and duty＂ among the government,enterprises and farmers;to accomplish legitimate operation,fair compensation,reasonable distribution and legal regulation is the key point for achieving the resettlement work in coal mining subsidence area.
