摘　　要：本文研究如何引导资本流动流入农业产业、改善信贷配给及与之匹配的产业信贷政策,首先构建风险配给、数量配给分析框架,采用苏鄂两省调研数据,区别于以往采用直接询问方法分析信贷配给类型,本研究采用SPSS软件进行因子分析与聚类分析,克服问卷存在的次可加性问题,研究表明:数量配给占比较低,非价格配给中交易成本配给与风险配给占主要地位,因此实施优化种植结构、提高农产品附加值以推进农业产业化进程,相匹配的产业信贷政策为降低信贷交易成本、创新抵押品,改善信贷配给。This essay studies how to guide capital flows into the agriculture industry, to improve credit rationing and matching industrial credit policy, firstly, builds the analytical frameworks of risk rationing, rationing the quantity rationing, based on the survey data from JiangSu ＆ HuBei Provice, using the factor analysis and cluster analysis of SPSS software to over- come the questionnaire existence of sub-additivity problem, contrary to the existed foundings studies show that ： quantity ration- ing dominates lower proportion, transaction cost rationing and risk rationing accounted for the main position of the non-price ra- tioning of agricultural credit, thus Proceed the the implementation of optimization planting structure and improve the added val- ue of agricultural products in order to promote the industrialization process of agriculture, the matcing credit policy reducing farmers＇ ransaction costs of credit, is innovating farmers collateral and improving credit rationing.
