摘　　要：省第十三次党代会提出,未来浙江将为建设"物质富裕、精神富有"的现代化目标而奋斗。我们认为,"社会共享、政治共参"也是现代化进程中不可分割的重要组成部分,是"两富"基础上的深化与提炼。实现以公正公平为目标的"社会共享"和以政治民主为目标的"政治共参"不仅关系到民生改善与社会进步,同样关系到经济增长与可持续发展。为此,我们通过总结先行国家或地区现代化进程的成功经验,梳理基本现代化的基本特征、趋向和难题,从民生、民主和民权等角度,为浙江加快并顺利实现基本现代化提出相关政策建议。the 13th Zhejiang CCP Representative Conference raised that Zhejiang would strive for realizing the modernization target of ＂rich in both wealth and spirit＂. We suppose that ＂social sharing and political coparticipating＂ is also important part of modernization process and is deepening and refining of ＂two riches＂. Realization of ＂social sharing＂ and ＂political co-participation＂ that respectively takes realizing fairness and justice and realizing political democracy as their target, not only is related to social life improvement and social advancing, but also is related to economy growth and sustainable development. Thus, through summarizing the success experience of modernization of advanced countries/regions, we obtain the basic character, trend and problems in modernization and raises relevant suggestions for promoting realization of basic modernization of Zhejiang.
