摘　　要：论述了我国农民负担沉重的现状 ,指出农民负担沉重的深层原因 ,不仅在于目前的收费制度存在缺陷 ,更在于农村财政体制、农村行政体制等体制性的原因 ,提出要从根本上解决农民负担过重的问题 ,必须对现行的农村收费制度、财政体制。The paper discussed the current condition of farmers' heavy burden and pointed out that the causes of the heavy burden lies in not only the present charging system,but also the rural financial system and administrative system,and also suggested that in order to solve this problem thoroughly,the system mentioned above should be reformed and perfected gradually
