摘　　要：公民权利与公共权力在人类发展的历史上一直是人们探讨的一个重要问题。在政治转型时期,如何有效限制公共权力,切实保障公民权利,使公民权利与公共权力协调发展,成为实现政治转型和社会进步的关键因素。Civil rights and public power has been an important issue for people to explore in the history of human development. In the period of political transition, how to effectively limit public power, effectively protect civil fights, and cultivate the coordinated development between civil fights and public power are the key factors to achieve political transformation and social progress.
