摘　　要：土地政策调控房地产市场的重要性无论是理论层面还是实操层面,都已经得到大家的共识。通过总结国内学者对该问题的研究进展,进而得出从建立长效机制角度研究是现阶段更优的研究视角。根据土地供应、土地税收、土地价格、土地规划和用地后期管理等五大方面建立土地政策调控房地产市场的理论分析框架,针对近些年出台的一系列土地调控政策,利用统计数据对政策效果进行实证评价,进而分析得出现存的主要问题,以提出全面的土地政策参与房地产调控的长效机制的建议和措施。The importance of land policy in real estate regulation,whether it is a theoretical level or the level of practical operation,has been a consensus among us.Firstly,the research progress of the scholars about the topic has been summed up,and the better research angle of establishment of long-term mechanism has been come out.Secondly,the theoretical analysis frame of land policy in real estate regulation including land supply,land taxation,land prices,land planning and land management in later stage has been set up.Thirdly,aiming at a series of land control policies introduced in recent years,empirical evaluation about the function of land policy has been done by using statistical data analysis.Fourthly,the main problems existing in this stage has been analyzed.And finally,the proposals and measures of long-term mechanism about land policy in real estate regulation have been made.
