摘　　要：海洋能开发是21世纪解决能源问题的一条重要途径,对一个国家或地区的社会经济有重大的影响。在国家海洋战略的大背景下,如何评价海洋能开发对社会经济的影响是当下各地区非常关心的问题。首先对海洋能对社会经济的影响这一概念进行界定,然后构建了海洋能对社会经济影响的评价指标体系,运用解释结构模型(ISM)分析此指标体系,得出了指标体系的解释结构模型图,确定了高级指标和基础指标,为进一步评价海洋能开发对社会经济的影响提供了重要借鉴。Ocean energy exploitation is an important way to solve the energy problem in the 21st century,and has a significant influence on a country＇s or region＇s society and economy.Under the background of the state ocean strategies,the socio-economic impact evaluation of ocean energy exploitation is a concern by every area.Firstly,socio-economic impact of ocean energy exploitation should be well defined.Then,the evaluation index system should be constructed,using Interpretation Structural Modeling（ISM） to analyze the index system,and constructing the ISM model of index system,determining the senior index and basic index for further evaluation of socio-economic impact.
