摘  要:与一般项目相比,环保项目的投资决策需兼顾项目的经济效益和环保效益,因此其投资决策具有多目标和多属性。本文从环保项目投资决策的特点入手,提出将环境成本和环境收益纳入现金流计算范畴,构建环保项目投资决策经济和环保效果两个层面的评价指标,并通过熵权TOPSIS的方法进行环保项目投资决策的方法,最后辅以案例分析,以期对环保项目做出更为全面和科学的投资决策。Compared with the general investment projects,the investment decisions of environmental protection projects need to balance economic and environmental effects.So this is a multi-objective and multi-attribute decision.This paper starts with the characteristics of environmental protection project investment decisions,puts environmental costs and benefits into cash flow calculation,builds the financial and environmental evaluation indicators,and uses TOPSIS method based on entropy weight for investment decision of environmental project.Finally this paper gires a case study as supplements.Thus we can fully consider the project's economic and environmental benefits,and make a more comprehensive and scientific investment decisions.
