摘　　要：为有效应对国际金融危机的持续影响,保障地区经济短期利益并提升长期竞争力,东北地区要顺应世界经济绿色增长的潮流和我国"十二五"规划的主旨,充分利用自身的资源环境条件、绿色发展基础和工农业传统优势,将绿色发展作为应对经济增长"内忧外患"的突破口,以经营和管理体制创新为动力引擎,将经济危机的挑战视为绿色增长的机遇,力求抢占先机,赢得主动。In order to effectively deal with the continues influence of international financial crisis,and to ensure region economy short-term interests and enhance long-term competitiveness,Northeast region should comply with world green economic growth trend and our＂Twelfth Five-Year Plan＂,make full use of resources and environment conditions,and green development foundation and industry and agricultural traditional advantage.Taken green development as a response to the economic growth＂domestic trouble and foreign invasion＂breach,business and innovation of the management system as the engine,the economic crisis challenges as green growth opportunities,Northeast region should strive to seize the initiative and gain the initiative.
