摘　　要：我国改革开放前的社会管理手段是有重大缺陷的,在实行改革开放后,社会管理理念的发展有一个变化的过程。社会管理的目标和法治政府建设的目标是重合的。加强和改进社会管理的目标是建设社会主义和谐社会,而要建立和谐社会,法治政府的建设是必要条件。加强和改进社会管理,就要创新管理手段,变管制为服务,而法治政府的本质之一就是服务型政府。加强和改进社会管理就要实现社会管理的科学化,法治政府才能做到科学化管理。法治政府对实现社会管理主体的逐步转换有积极意义,要想真正取得加强和改进社会管理的实际效果,必须进一步加快法治政府的建设。There were serious deficits in the means of our country＇s social management before the reform and opening-up. The ideas about social management have experienced a developing and changing process after the reform and opening-up. The object of social management overlaps that of the establishment of government ruled by law. The establishment of social harmonious society is the aim of strengthening and improving social management, and the establishment of government ruled by law is a necessary condition for the establishment of harmonious society. In order to strengthen and improve social management, it is important to initiate means of management and complete the transformation from regulation to offering service. And one of the essences of government rnle by law is to serve the people. What＇s more, in order to strengthen and improve social management, it is necessary to implement the scientific management. Government rule by law could make good use of the scientific management as well, with positive effect on the gradually transition of the subject of social management. Accelerating the establishment of the government ruled by law may have practical effect on strengthening and improving social management.
