摘　　要：目的探讨如何建立和完善国境口岸重大呼吸道传染病检验检疫防控组织制度体系。方法对北京检验检疫局甲型H1N1流感疫情防控经验进行总结,内容包括组织领导、指挥动员、工作流程、联防联控及信息报送机制等组织制度,明确应如何开展重大呼吸道传染病检验检疫防控组织制度体系建设。结果完善的组织制度体系有助于提高重大呼吸道传染病的防控效率,控制疫情蔓延。结论有力的组织机构保障、权责明确的分级管理体系、顺畅的信息沟通渠道以及灵活的联防联控机制是建立和完善重大呼吸道传染病检验检疫防控组织制度体系的重要内容,应予以重视和推广。Objective To establish and perfect the organizational system of the inspection and quarantine prevention and control of the severe respiratory diseases at the frontier ports.Methods The experience of epidemic prevention and control of influenza A（H1N1） in Beijing Entry-Exit Inspection and Quarantine Bureau were summaried,including the organizational leadership,command mobilization,work flow,joint prevention and control,and the information submitted mechanism.The organizational system of the inspection and quarantine prevention and control of the severe respiratory diseases was made clear.Results Perfect organizational system can be help to improve the efficiency of the prevention and control of substantial respiratory diseases,and control the spread of disease.Conclusion Strong organization security,accountable hierarchical management system,smooth communication channels and flexible joint prevention and control mechanism are important parts to establish and perfect the organizational system of the inspection and quarantine prevention and control of the Severe respiratory diseases,so should be taken seriously and promoted.
