摘　　要：针对杭州地区农民工密集就业的制造业、建筑业和低端服务业企业的大规模调查,本文从企业和员工两个角度来分析最低工资制度对农民工就业和收入提升的影响。研究表明最低工资标准的变动只对低于法定工资标准的农民工的收入和就业有显著影响,对高于法定工资标准的农民工无显著影响。因此,现阶段杭州市的最低工资标准仍然较低,依然处于补涨阶段,不足以对农民工的收入和就业产生显著影响。所以,当地政府一方面要适当的提高最低工资标准,加强最低工资制度的可操作性;另一方面要加强和改善最低工资制度的执行,保障最低工资标准的有效性,切实维护农民工利益。Based on the large - scale investigation of manufacturing, construction and the low - end service industry en-terprises in Hangzhou, this paper studies the effects of minimum wages on the rural labor＇s employment and earning, from the perspective of finns and labors. The results show that the fluctuation of the minimum wage only affects the em-ployment and earning of the rural labors whose income below the legal wages, while it has no significant effect on the ru- ral labors whose income above the legal wages. The current minimum wage is so low that its fluctuation can＇t have a sig- nificant impact on the income and employee of migrant workers. Therefore, the＇ local government should raise the mini- mum wage appropriately to enhance the operability of the minimum system; on the other hand, strengthen and improve the implementation of the minimum wage system, guarantee the effectiveness of the minimum wage, and earnestly safe-guard the interests of rural labors.
