基于生态修复的公益性生态移民模式研究——以三峡库区为例

摘　　要：三峡库区农村移民安置区存在人多地少、移民受教育程度低与增收方式单一、农村产业结构水平低、移民增收难等矛盾,这些矛盾集中表现为农村可持续发展与生态环境承载力两者之间的矛盾。针对上述矛盾,提出了实施公益性生态移民模式。通过实施生态农村移民转移模式、创新资金筹措模式、建立生态农村移民扶持模式、调整增收模式等,有效解决农村移民生存和增收与脆弱的生态环境修复和保护的矛盾,从而达到既有利于生态环境的和谐,又有利于移民自身可持续发展的目的。The rural relocatees of Three Gorges Reservoir Area suffer from the contradictions of more people but less farmland,low technical quality of migrants and single way to gain profit,low level of rural industries and difficult to gain income of migrant.These contradictions are manifested by contradiction between sustainable rural development and carrying capacity of ecological environment.The implementation of non-profit ecological resettlement model is put forward.So,the contradiction between survival and income increase of rural migrants and vulnerable ecological environment is effectively solved through the implementation of ecological resettlement mode for rural migrants,innovating special capital financing mode and supporting mode and the adjusting income mode.It can achieve a harmony of favorable ecological environment and sustainable development of the migrants.
