摘　　要：在我国社会转型过程中,社会和个人空间不断扩大,国家体制之外的多种新生社会力量迅速崛起,社会的多元分化和公民社会的成长,对人民政协功能的发挥提出了更高的要求。在新的社会环境和民主政治实践中,人民政协显示出极大的制度潜力和独特的作用。运用好人民政协制度的制度优势,建立健全人民政协功能实现的机制和相应的制度、程序,将保障人民政协作用的进一步发挥,促进我国民主政治建设的稳步推进和公民社会的健康发展。In China＇ s social transformation, both social and individual spaces have been expanding con- stantly with the rapid rise of various new social forces. As a result, the multiple disintegration of the society and the growth of a civil society have raised higher demands for Chinese People＇ s Political Consultative Con- ference （CPPCC）. In this new social environment and the practice of democratic politics, CPPCC has dis- played its powerful institutional potentials and unique functions. Making good use of such advantages and es- tablishing a mechanism and its supporting rules and programs will bring CPPCC into better play in the stable advancement in democratic politics and the healthy development of the civil society.
