动荡时期的民间组织与社会救济——以民国时期的世界红卐字会为例

摘　　要：动荡时期的民间组织在社会救济方面能够发挥独特的作用,民间组织也因此获得很大的发展空间。民国时期民间组织的社会救济可以分为精神慰藉、赈灾、助学、扶贫和战争救助等五个方面。这一时期的民间组织很少出现任意挥霍甚至贪污善款的事件,之所以如此,与其重视对成员的教化、具有强有力的管理监督和精干的机构设置,并与政治保持一定的距离等因素有关。因此,我们应该给予民国时期民间组织一个客观的评价。The nongovernmental organization during upheaval period has played a distinctive role about the social re lief, so that it obtained a great development space. The folk relief during the period of the Republie of China included spiritual consolation, disaster relief, supporting study, poverty alleviation and war help. The event of wasting and cor rupting the donations seldom happened with the non governmental organization, it is because of the factors of attaching importance to enlightening the members, meanwhile the concise institutional settings with strong management and super vision, and maintaining a certain distance to polities. We should give an objective evaluation to the non governmental organizations during the period of the Republic of China.
