论公共体育服务的概念及内涵

摘　　要：通过收集并分析近10年有关公共体育服务的文献,发现存在两个比较重要的理论问题:1)学者混合使用"公共体育服务"和"体育公共服务",但两者内涵一致,称谓上表现出不规范、不严谨;2)较多学者从公共体育物品角度定义公共体育服务,内涵理解表现出片面性。从词语结构、复合词构成、概念的多角度分析,运用调查法、访谈法,并结合实际,研究认为,"公共体育服务"称谓更可取;公共体育服务是政府职能在体育领域的延伸,体育公共物品只是这种职能的体现。Using literature, this paper collected and analyzed public sports service literature in recent decade. After analyzed, we found there are two important theoretical issues ： 1 ） scholars mixture using of public sports service and sports public service, both connotations is consistent but Without standard and rigorous; 2） more scholars are defined from the perspective of the public sports items, showing the one - sidedness. From multi - angle analysis of word structure, compound words constitute, concept, applying with survey, interview, combined with the actual , we believe that ＂public sports service＂ title is more desirable. In addition, public sports services is the government functions extension in the sports field, sports public goods is the embodiment of just such a function.
