摘　　要：国家公派博士生的回国意愿受到多种因素的影响,需要加强调查和研究。本文通过自编问卷进行了472份调查,调查反映出公派留学回国政策的制定理念需要增强针对性、人本性和长远性:要立足公派博士生的基本特征并区分公派类别以增强政策的针对性;区分政策的双重主体并关注留学生的个人需要以实现利益"双赢";以"为国服务"为最终目的进行长远规划。Government funded doctoral students return intention is influenced by many factors which should be further investigated and researched. The paper uses self - compiled questionnaire to make 472 inves- tigations, and reflects that the formulation idea of return policy on government funded overseas study should be more targeted, human nature, and long - standing, which should base on the basic characteristics of govern- ment funded doctoral students and distinguish the government funded category to make more targeted policy; distinguish double subject of policy and focus on overseas students^individual needs to realize a ＂ Win - win＂ benefits; and establish long -standing plan with the ultimate aim of ＂ Serve for Country＂
