摘　　要：从对政府机构人员编制界定的考证入手,分析了当前地方政府机构人员编制管理中存在的问题,认为应通过明确地方政府职能,提高地方政府运行效率;完善编制管理体制,适应地方社会发展的需要;加强监督管理;建立完善的独立的法律法规等路径,实现地方政府机构编制管理的规范化、科学化和法制化。Starting from the textual research on definition of personnel posts in government agencies,analyzes the problems existing in staffing management of current local government agencies,considering that we should improve the efficiency of local government operation,perfect staffing management system to adapt to the requirement of local social development,strengthen supervision and management and establish perfected independent laws and regulations by clarifying functions of local government to realize the normative,scientific and legal management of personnel posts in government agencies.
