摘 要:提出以"深度信息化、全面互动化、机制激励化、电能清洁化、资产高效化"为主要特征的智能电网基本内涵.结合中国国情,设计智能电网产业发展的战略目标与实施要点,即着重支撑大规模新能源发电的上网,提高电网安全稳定运行水平、系统和资产利用效率、用户侧的能效管理和优质服务水平以及资源优化配置和高效利用能力,促进资源集约型和环境友好型社会建设,发挥产业集聚带动效应.在此基础上,提出保障上述战略目标实现的若干政策建议.The basic characteristics of smart grids are proposed in this paper, which are fully 'inte- gration of IT and communication infrastructure with power grids, comprehensive interaction between end users and power suppliers, flexible incentive mechanisms, cleaner and greener generation mix, and high efficiency of asset utilization. Fitting with China's national conditions, the objectives of industry development strategy are designed to support the integration of large-scale re- newable energy generation, and improve security and stability of power grids, asset management and efficiency, the efficiency of energy consumption and the quality of customer service, optimize the wide-area allocation of energy resources, eternally develop a resource-saving and environment-friendly society, and promote industrial clustering. Supporting policy recommendations to achieve the aforementioned goals have also been discussed.
