摘　　要：随着我国创新型国家战略的提出,创新型城市建设也逐渐展开。提高城市自主创新能力已成为我国大部分城市当前和今后的一项重大战略任务。基于创新哲学基础上,城市自主创新能力考察的核心问题就是以城市内部创新基础、创新主体、创新环境为系统要素,促进创新系统的优化以提升城市自主创新能力,实现城市经济增长和增长方式转变,促进城市的可持续发展。Along with a strategy to build an innovation-type nation,many cities have initiated the program for developing innovation-type cities.Thus,improving the capability of independent innovation has become a major strategic task for most of the cities in China at present and in the future.Based on an innovation philosophy,the key problem to evaluate a city’s independent innovation ability must take into account elements of its internal innovation foundation,innovation subject,and innovation environment,so as to optimize its innovation system and improve its independent innovation ability,obtaining the city’s economic growth,changing the growth mode,and promoting its sustainable development.
