德国社会保障体系及医疗运营对我国医改的借鉴

摘　　要：目的随着医药卫生体制改革的不断深入,建立适合中国国情的医疗服务体系,逐步缓解群众看病难看病贵问题日益成为需要解决首要矛盾。在完善医疗保障和服务方面,德国在社会保障体系的架构、医疗服务的运行、管理和补偿等环节实现了良性的运转。其完善的社会保障体系、政府主导的医疗补偿机制、高效的区域卫生服务网,以及规范的医疗服务质量管理,和DRG-s结算方式等方面的经验和实践,对完善我国医改的相关政策、措施具有一定的借鉴和指导意义。With the continuous deepening of the medical and health system, suitable for China＇s medical service system, and gradually ease the masses to see a doctor is difficult and expensive problem is increasingly becoming the need to resolve the first contradictions. Improve health care and services in Germany in the framework of the social security system, medical services, operation, management and compensation aspects of healthy functioning. A sound social security system, government - led medical compensation mechanism, efficient regional health service network and a standard of medical service quality management, and of DRG - s method of settlement experience and practice to perfect China＇s medical reform policy measures have certain reference and guidance.
