冷库规模扩张与农产品“过山车”效应之内在关联——基于农产品冷藏设施扭曲利用的视角

摘　　要：我国是农产品生产、消费大国,但近年来"过山车"现象频发。大量农产品冷藏设施已成为中间商投机牟利的工具,农村冷库"富农惠民"的作用被严重扭曲。与建设初衷相背离的不正常的冷库空置或大量囤积对生产、流通、消费造成极大伤害,是农产品"过山车"效应的重要策动源。有关部门、投资主体、流通环节等各方的利益取向和政府监管缺位是冷库建设规模扩张、作用扭曲的根源。解决农产品"过山车"效应的有效措施是政府应主动把握冷库调控市场供给的主动权,在提高订单农业的履约率;逐步解除对农民进城直销农产品的种种限制;正确发挥媒体的舆论引导作用;以市场手段遏制投机行为等方面有所作为。As a big producing and consuming country of agricultural products, China has witnessed the frequent occurrence of roller coaster phenomena in recent years. A great number of the tool for middlemen to seek big profit and rural refrigerated warehouse vacancy of refrigerated warehouse running against original purpose and consumption of agricultural products caused by coemption are the main benefit orientation of related departments, investors, middlemen and lack refrigeration facilities has already become has been malfunctioned greatly. Abnormal great harm to production, circulation and driving force of roller coaster effect while of government supervision are the root for this effect. To solve this problem, government should take the initiative to adjust the supply of refrigerated warehouse and undertake responsibilities in increasing implementation rate of agricultural product orders, gradually abolishing restricants of direct sales of agricultural products in urban cities, guiding public media onto correct direction and utilizing market means to avoid speculation behaviors.
