摘　　要：扎龙湿地在保护生物多样性、为候鸟迁徙提供栖息地、防止区域土地荒漠化、蓄水补水等方面具有显著的功能价值;面对湿地缺水、植被破坏、污染加剧以及物种数量锐减等诸多问题,应尽快制定《黑龙江扎龙自然保护区管理条例》,配套的条例执法管理制度,强化法治,综合保护,以期实现湿地资源的可持续发展。Zhalong wetlands have significant functional value in protecting biological diversity,providing habitat for migratory birds,preventing the regional land desertification,watering replenishment.Facing the problems of water shortage,destruction of vegetation,increasing pollution,and the sharp drop in the number of species in wetlands and many other problems,one should make Zhalong Natural Protection Region Management Ordinance as soon as possible,supporting regulations enforcement management system,strengthen the rule of law,to achieve sustainable development of wetland resources.
