论“五力合成”的新型社会组织培育体系

摘　　要：长期以来,困扰社会组织发展的双重登记体制已经被打破,各地都在积极探索建立社会组织孵化器和扩大公共服务市场化的社会组织载体。但前者仅仅是接力孵化体系的一个重要组成部分,后者困顿于政府采购服务价格厘定不尽科学。本文阐述了培育社会组织发展自身力、市场力、科技力、政策力和法治力的作用,设计了政府采购服务价格公式和电子治理综合平台,提出了信贷支持、注册官、公职律师制、远程核准登记制等相关对策,以此形成"五力合成"的社会组织培育体系。For a long time,the double plagued the development of social organization registration system has been broken,and localities to actively explore the establishment of a social organization incubators and expand public services,market-oriented society organizations carrier.But the former is just an important part of the relay incubation system,which frustrations in the government pro- curement service price determined not scientific.This paper describes the role of nurturing society organizations to the development of its own force,market forces,technological force,the policy of force and the rule of law in force, designed a comprehensive govern- ment procurement service price formula and e-governance platform,created a policy of credit support,the Registrar,the public lawyer system, remote approved registration system,put forward the ＂the synthesis of five forces society＂ organizations cultivate system
