如何防控招投标活动中的串标围标行为

摘　　要：招标是政府采购的主要方式之一,通过招标方式能够有效做到节约投资成本,规范市场经济秩序,预防采购中的腐败行为。但由于诸多原因影响,在招标投标活动中,违规操作行为时有发生,串标围标就是政府采购过程中面临的问题之一。对此,在详细总结串标围标的具体表现形式的基础上,从6个方面进行其成因分析,并提出了遏制该行为的防范措施和对策:规范招标公告、加强监督、加大惩处力度和提高公安经侦干预、实施网上招标投标,使串标围标的几率降到最低。Abstract： Inviting tenders is one of the major means of government procurement which can effectively reduce investment eost, standardize the market economy and prevent corruption in purchasing. However, due to various reasons, abusive practices in bidding activities happen now and then. Conspired bidding is one of the problems in government procurement. Based on a summary of the forms of conspired bidding, this paper analyzes its causes from six aspects and puts forward the measures and policies for preventing conspired bidding. We hold conspired bidding can be minimized by standardizing inviting bidding notices, intensifying supervision, increasing penalties, strengthening police investigation, and by bidding through the Internet.
