摘　　要：目的全面了解四川省不同地区基本公共卫生服务发展现状,分析基本公共卫生服务不均等的原因,为促进四川省基本公共卫生服务均等化提供对策和建议。方法对四川省抽取21个市(州)卫生局,42个县(区)卫生局,153家基层医疗卫生机构,2011年实施的11项基本公共卫生服务项目从组织管理、项目实施和实施效果3方面进行调查和评分,结果采用率进行描述性分析。结果 2011年18个市和三州基本公共卫生服务工作的总体得分率为83.81%、64.90%;社区卫生服务中心和乡镇卫生院得分率分别为82.83%、79.97%。在项目实施方面,预防接种、传染病及突发公共卫生事件报告和处理及健康教育得分率分别为96.42%、93.89%、90.79%,重性精神疾病患者管理、慢性病管理和老年人健康管理及卫生监督协管服务得分率分别为61.93%、65.73%、70.47%、78.16%,儿童健康管理、孕产妇健康管理和城乡居民健康档案管理得分率分别为84.19%、86.92%、84.42%。结论四川省基本公共卫生服务各项工作开展不平衡,且地区差异明显,城乡差别突出。应采取增加公共卫生经费投入,合理分配卫生资源、加强人员培训和推广社区与乡镇的先进公共卫生工作模式等措施逐步提高基本公共卫生服务质量,促进基本公共卫生服务均等化。Objective To fully understand the current development situation of basic public health services in different districts of Sichuan province, and to analyze the reasons of unequal access to public health services. Methods Totally 21 municipal or autonomous prefecture health bureaus, 42 county or district health bureaus and 153 community medi- cal institutions were selected and were investigated with the 11 items of basic public health services in 2011, with as- pects of organization management, project implementing and implementing effect. Based on the results, descriptive a- nalysis was adopted on the rates. Results The total scoring average of the basic public health services of the 18 cities and 3 prefectures in 2011 were 83.81% and 64.90% respectively. The scoring average of community medical institu- tions and township hospitals were 82. 83% and 79.97% respectively. The scoring average of vaccination, the reports and dispositions of infectious disease and public health emergeney, as well as health education were 96.42%, 93.89% and 90. 79% respectively. The scoring average of management of people with severe mental illness, the man- agement of chronic diseases, elderly health management and help management service of health supervision were 61.93%, 65.73%, 70. 47% and 78.16% respectively. The scoring average of children health management, mater- nal health management, the health records of urban and rural residents were 84. 19% . 86. 92% and 84. 42% respectively. Conclusion The basic public health services in of Sichuan province featured remarkable regional difference. Measures were advised as following： increasing the investment of funds of public health services, appropriately allocating the health resources, reinforcing staff training, popularizing the advanced work pattern of public health services in specific community medical institutions and promoting the quality of basic public health services in township hospitals, as well as equalizing the access to basic public health services.
