摘　　要：文章通过邵阳市2011年主要经济指标与湖南省各市州及江苏部分发达地区的比较,分析了邵阳市经济发展现状;邵阳市要实现科学发展、跨越发展,实施创新驱动发展战略是必然选择;技术创新是邵阳创新驱动发展战略的基础;制度创新是邵阳创新发展战略的保障。Compared the major economic indicators of Shaoyang in 2011 with those of other cities in Hunan province and those of developed regions in Jiangsu province, this paper analyzes the status of economic devel- opment in Shaoyang. If Shaoyang wants to realize its scientific and leapfrog development, innovation-driven development strategy is an inevitable choice. To achieve this goal, technological innovation is its strategic foun- dation and institutional innovation is its guarantee.
