摘　　要：本文采用分层整群随机抽样方法调查江苏省海门市、安徽省金寨县及陕西省户县参合农户的医疗费用支出情况,通过Tobit模型测算新农合制度对农户医疗负担的影响水平发现,筹资标准、筹资结构和报销比例对农户小病就医的医疗负担均有显著影响,对农户大病冲击下的医疗负担则没有显著影响。Evaluate the influence of New Rural Cooperative Medical System(i.e.NCMS) on farmers' medical burden and discuss the defects and solutions to the system.Methods:Stratified sampling method is used for researching the medical expenditure of farmers in NCMS in Haimen(Jiangsu province),Jinzhai(Anhui province) and Huxian(Shanxi province).Then Tobit model is used for estimating the effect level of NCMS on farmers' medical expenditure.Result and Conclusion:Financing standards,financing structure and reimbursement ratio significantly affected the ailment expanse of farmers,while serious illness expanse not.
