摘　　要：为明确西部地区地方政府在地区金融发展中的角色,本文运用面板数据模型对1995-2009年西部十省(市、区)地方政府行为与金融发展的关系进行了实证研究,结果表明,西部地区地方政府具有典型的"公司型政府"特征,政府干预的金融增进作用不明显而金融抑制作用明显。据此,本文提出了西部地区地方政府要力求"中性",减少对金融的索取性干预,要为地方金融发展提供"市场增进"支持等对策建议。This paper constructs an empirical panel data model to study the relationship between local government intervention and the regional financial development with data from 10 western provinces through 1995-2009 to study the role of local governments in regional financial development.The results show that local governments of the western region have typical characters of the 'corporate government'.The benefits of local government intervention on regional finance are not obvious while the financial repression of the intervention is significant.Accordingly,we recommend that the local governments of the western region make efforts to decrease financial intervention and provide policy supports to improve the market conditions.
