摘　　要：2008年爆发的西方金融危机代表着全球治理的转折点。欧洲一直在全球经济治理中居于"霸权"地位:欧洲自1945年以来主导国际货币基金组织和在二十国集团占据多数就说明了这一点。但是,有两大因素改变着欧洲在全球治理的主导地位:第一,欧洲地区一体化(欧洲地区治理)的危机尤其是目前的欧元区危机严重弱化了欧洲在全球治理中的作用。第二,世界政治经济中的"权力转移"尤其是新兴大国在全球治理中作用的上升,必然导致欧洲在全球治理中的作用相对下降。自主权债务危机爆发起,国际货币基金组织以"三驾马车"之一的身份与欧盟委员会、欧洲央行一道介入欧元区危机。二十国集团也在欧债危机中扮演了重要角色。以前,欧洲和西方通过多边制度介入了非西方世界的经济治理。但是现在,新兴大国通过加强现有国际经济制度历史性地介入了欧洲的经济治理。在未来,西方和非西方之间的相互治理进程能够进一步促进全球治理的转型。二十国集团已经建立的宏观经济政策合作机制,即"相互评估进程"具有启发意义。以此为基础,西方大国和非西方大国可以就形成"相互治理进程"进行谈判。The 2008 financial crisis has been widely seen as a turning point of global governance. Europe has occupied a hegemonic place in global economic governance; however, it has changed due to the following two factors: the crisis of European regional integration or European regional economic governance, and the so-called 'power shift' in the world political economy. Since the breakout of the debt crisis in Euro Area, the IMF has intervened into it as a part of the 'troika' together with the European Commission and the European Central Bank. The G20 have played a crucial role in solving the Euro Area Crisis. In the past, through multilateral institutions, Europe and the West intervened into the economic governance in the non-European world; now, the 'emerging powers' has participated in the Western crises by strengthening the existing international economic institutions. In the future,the mutual governance process between the West and the rest of the world will promote transformation of global governance. The G20 Mutual Assessment Process (MAP) is a great progress in macro-economic policy cooperation, based on which, the world’s great powers, the Western and the non-Western, can bargain for establishing a mutual governance process (MGP) in the future.
