摘　　要：分析了我国社会主义新农村建设中小额信贷存在的问题,论述了构建社会主义新农村小额信贷体系应遵循的基本原则,提出了相应的对策建议:优化金融机构体系,激活农村金融市场;引入竞争机制,进一步开发农村金融市场;深化农村金融改革,建立风险补偿机制;贴近客户需求,创新小额信贷运作方式;进一步完善农村金融基础设施建设,提高服务水平。Problems of micro-credit in socialism new rural construction were analyzed,the basic principle was elaborated,and several countermeasures were put forward： optimizing financial institution system,activating rural financial market;introducing competitive mechanism,further developing rural financial market;deeply reforming rural financial,establishing risk compensating mechanism;satisfying customers＇ requirements,innovating operation mode of micro-credit;further perfecting rural financial basic infrastructure,improving service level.
