摘　　要：在系统介绍澳大利亚新南威尔士州卫生行政部门机构沿革和职能转变的基础上,着重从法律法规建立、法定卫生组织支撑、支付筹资手段改革、信息系统设计、专项措施和评估手段、安全文化建设等6个方面分析了其患者安全与质量管理体系的构建过程,为我国患者安全和质量管理体系建立和完善提供参考和建议。After systematically introducing the history and transition of health administrative departments and their functions in New SouthWales of Australia, this paper focuses on conducting a systematic analysis of the development of patient safety and quality management systems from six perspectives including the establishment of laws and regulations, the support of the statutory health organization, payment and financing reform, information system design, specific interventions and evaluation measurements, and the building of the safety culture to give reference and recommendations on building and perfection of the patient safety and quality management systems in China.
