摘  要:通过阐释新南威尔士州负责医疗质量改进和患者安全管理的专业机构—临床优质委员会(CEC)的成立背景、组织结构、职能定位、远景规划,和其实施的优先关键领域项目,总结新南威尔士州相关实践经验,提出对我国的借鉴意义,即临床优质委员会作为独立于卫生署的法定机构,在改善医疗质量和患者安全方面发挥促进、教育和咨询的关键作用,在医疗服务安全操作信息方面发挥识别、制定、传播作用。同时,其在工作领域中发起实施的重点项目,以良好的项目计划、有效的品牌树立、严谨的评估改进、顺畅的政府合作等保障了项目有效开展,为我国相关工作的推动提供了良好的借鉴经验。By introducing the background, organization, function, visionary plan, and key programs of Clinical Excellence Commission ( CEC ) -- the professional organization on clinical quality improvement and patient safety management in NSW, the paper summarized the experience of NSW, and proposed its significance as a reference for China. It generalizes as follows: As a statutory body independent of the Department of Health, CEC played an important role in clinical quality and patient safety improvement, training and consulting, and also in identifying, developing and distributing the safety clinical practice information. At the same time, it initiated and implemented key programs and guaranteed the their effectiveness with good program planning, effective branding, smooth cooperation with government, which in all provided excellent reference experience for putting forward China's relevant work.
