摘　　要：在环境要素、环保投资活动属性、设施建设分类的基础上,针对工业环保投资、生活污染治理设施环保投资、农业环保投资、交通环保投资、生态保护和环境综合整治投资、环境管理投资6个方面,结合环保投资统计调查表涵盖的不同领域,分别从不同被调查主体及其活动领域提出分科目数据采集方法。分科目环保投资数据采集不仅有利于与国外环境保护投资具有可比性,也有利于部门之间数据的衔接,使其真实反映环境保护投资状况,为落实科学发展观的定量描述奠定坚实的基础。Based on classification of environment elements, attributes of environmental activities and facilities construction, we proposed a new sub- subjects environment data collection （SSEDC） methodology according to the different subjects surveyed and their activity areas, combined with various areas covered by the environmental investment survey form are considered. Six aspects are investigated, which are environmental protection, domestic pollution control facilities and investment in environmental protection, agricultural investment in environmental protection, transportation investment in environmental protection, ecological protection and comprehensive environmental investment, and investment in environmental management. SSEDC made it comparable with the study in foreign environment protection. Moreover, it did well to the data connection between different departments, reflecting the true state of environmental investment and laying a solid foundation for the implementation of a quantitative description of scientific concept of development.
