摘 要:在对吉林省白城市和松原市县级公立医院进行现场调查和深入访谈的基础上,发现吉林省部分县级公立医院存在医院规划布局不合理,医务人员编制短缺,现有医务人员学历层次偏低,医疗仪器设备落后,财政投入严重不足,与三级医院对口援助关系松散,缺乏合理的转诊和分级医疗机制等问题;并提出建立和完善多渠道补偿机制,优化县级公立医院布局,建立有效的人才培养与激励机制,加强上下级医疗机构合作机制等,为相关部门制定决策提供理论依据。At present, The surriral problem of county public hospital take social concern. Field investigation and deep interview methods were adopted in the county public hospitals of Baieheng city and Songyuan city in Jilin province. The results revealed that the planning and design of county public hospitals in some city were not well laid-out, health professionals were in shortage and poorly educated, medical instruments and equipments were out of date, fiscal investments were not sufficient, counterpart aid relationship between tertiary hospitals and county hospitals was loose, the referral system and sub-levels medical system between rural and urban area were not established. Based on these problems, This paper puts formard to establish and perfect the mult-channel compensation mechanism, optimize the layout of county public hospital, built effeetire personnel training and incentire mechanisb and strengthen the cooperation mechanism, some countermeasures were provided for policy makers.
