摘 要:中国承接国际制造业转移而国际货币体系仍以美元为主,形成世界制造业转移下国际货币体系错配,从而制约了中国制造业技术创新。国际货币体系在制造业技术升级过程中,对技术创新起到金融支持,形成良性贸易循环等有利于促进制造业技术创新的环境。实证研究表明,国际货币体系匹配对英国、美国形成世界制造业中心起到了支持作用;国际货币体系错配造成了德国、日本与制造业强国失之交臂。中国面临国际制造业转移与货币体系错配的局面,要提升制造业技术创新能力需要采取相应对策,如建立国际需求差别机制促进技术创新、将外汇债权转化为企业利用国外资源权、利用汇率政策支持技术创新等。International manufacturing industry undertaken by China has changed but U. S. dollars still dominate the international monetary system. This mismatch has restricted the technological innovation of Chinese manufacturing industry. If in the process of upgrading manufacturing technology international monetary system provides financial support for technological innovation, a virtuous cycle favorable for promoting it will be created. An empirical study shows that the match of international monetary system played an important role in the process of the U. K. and the U. S. developing into the centre of international manufacturing industry; the mismatch deprived Germany and Japan of the opportunity to become international manufacturing powers. Now China is faced with the mismatch. Effective measures should be taken to promote manufacturing technological innovation. For instance, a differential mechanism of international demands should be established; financial claim for foreign exchange should be converted into the rights to utilize foreign resources; the policy of preferential exchange rate should also be made full use of.
