摘　　要：近几年,地方党委、政府换届工作中拉票贿选现象日益凸显且屡禁不止。究其原因是多方面的,主要是民主选举制度存有缺陷,权力运行缺乏制约,贿选法律惩罚缺乏刚性,民主选举监督机制缺失。防治拉票贿选的有效措施在于创新民主选举方法,改进民主管理制度,健全贿选惩罚法律,完善民主监管机制,加强民主法制教育。For recent years, the soliciting votes vote buying phenomena in the course of election at expiration of office terms of the local Party and government appear day by day and are not stopped even by repeated prohibitions. The reason why is various, mainly they are：the defects in the democratic election system;lack of the power opera- tion ; lack of rigidness of the laws for punishing vote buying and lack of supervision mechanism. The effective ways to preventing soliciting votes vote buying lie in：innovating democratic electing measures;improving democratic man- agement system; sounding the laws for punishing vote buying, perfecting democratic supervision mechanism and strengthening the education of democratic law system.
