长株潭一体化与行政管理体制的变革

摘　　要：长株潭行政管理体制创新是适应区域经济一体化进程中的政府治道变革之需要。国家在长株潭设置"两型社会"综合配套改革试验区,蕴含着中央政府推动地方政府适应市场经济发展而转变职能的意图。长株潭城市群行政管理体制改革的目标,是按照构建公共服务型政府的要求,在组织形式上打破传统的单一政府行政管理模式,使治理的主体既包括政府组织,也包括有非赢利的社会团体和赢利的经济组织,形成长株潭区域政府与公民社会、经济组织共同治理的公共管理新格局。The Change of Administrative System is adapted to regional economic integration in Changsha-Zhuzhou-Xi- angtan cities. The resource-saving society and environment-friendly society reform testing district is set up in Chang- sha-Zhuzhou-Xiangtan cities. This Contains the meaning that the central government is promoting local government adapt to market economy development and change the function of intentions. According to the requirements of constructing public service-oriented government, the administrative system reform goal of Changsha-Zhuzhou-Xiangtan cities is to set up a new pattern of public management which is administrated by the government, the civil society and the economic organizations.
