摘 要:对当前旅游市场存在的问题进行剖析,认为问题主要在于旅游服务需求方、旅游服务供给体系和旅游市场规制等三个方面。在需求方面,参与旅游人群的收入、旅游者对旅游服务信息的掌握以及不平衡的出游时间安排是主要矛盾。在供应链方面,组团社、地接社和导游等各个环节的从业活动陷入了"劣币驱逐良币"的泥潭,这其中佣金是利益链的根基,应当成为治理重点。在政府规制方面,过高的旅行社资金门槛,影响了市场的充分竞争,降低了旅游服务质量,并迫使市场以挂靠承包的方式矫正旅游服务供需失衡的矛盾。针对上述成因分析,文章提出了旅游市场治理的思路。This paper analyzes the existing problems of the tourism market and concludes that they are the results of the three aspects of travel services demand, travel services supply system, and tourism market regulation. On the demand side, the main problems are tourists' income, knowledge of the travel service information, and the imbalance of the travel time. On the supply chain side, tour operators, ground operators, tour guides and others are all caught in the quagmire of "bad money drives out good money". Commission is the foundation of the chain' s interests and resolving commission issues should be the governance prioriy. In government regulation, excessive travel agency capital threshold affects the full competition in the market and reduces the quality of the tourism services. This also forces the market to use affiliated contracting to correct the contradiction of the travel services supply and demand imbalance. Based on the analysis, this paper proposes some countermeasures for regulating the tourism market.
