摘 要:确保农村水电站坝下最小流量、保持河流连通是绿色水电发展的最基本要素。本文以绿色水电发展为导向,基于我国农村水电发展现状,提出"合理设定下泄流量标准、制定生态调度制度、建立监测监管方案"的相关建议,从而保障坝下河段生态系统稳定的最小生态流量。A key factor of Green Hydro is to maintain fiver flowing and ecosystem water requirement in the downstream of dam. In this paper, based on Green Hydro development strategy and practices of China, three measures were proposed for maintaining minimum water release and ecosystem's stability: to put out reasonable standard of minimum water release in different regions, to conduct the ecosystem-friendly reservoir regulation and to establish more strict monitoring and supervision system.een small hydropower to gain additional revenue, and establishing stimulating investment and financing policies is proposed.
