摘　　要："无为无不为"是老子哲学的核心思想,将其注入时代特征并引入政府体育管理体制改革非常必要。从"道法自然"与政府体育管理理念的变革、"治大国如烹小鲜"与体育管理制度的规范性与连贯性、"有所不为"与各部门各司其职、"行不言之教"与领导干部的德行表率等四个方面,阐释了"无为无不为"思想对新时期体育事业发展中政府职能转变的意义。The focus of Laozi＇s philosophical thought is the theory of inaction. It is very necessary to inject the teatures of me times and introduce the theory into the government sports management system reform. This paper discusses the significance of ＂the theory of inaction＂ in the transformation of government functions in the development of sports industry in the new period from the aspects of ＂the nature of Tao＂ and the reform of the government sports management philosophy, ＂governing a great country is like cooking a small fish＂ and the sports management system＇s normalization and coherence, ＂do something but not everything＂ and each department does its own job, and ＂education without saying＂ and the virtue model of the leading cadres.
