摘 要:统筹科技资源动态监测指标体系的构建,对于促进科技资源开放共享利用,提高科技资源效率具有重要意义。本文首先通过主成分分析法剔除指标题项中相关性较小的指标,并运用因子分析法提取出科技基础资源、企业科技创新、科技协作、统筹科技资源成效4个反映统筹科技资源水平的公因子,构建统筹科技资源动态监测指标体系;其次构建因子得分模型,并对陕西关中六市一区在2006~2010年间的统筹科技资源动态监测结果进行纵向与横向比较分析;最后,提出提高陕西关中统筹科技资源效率的对策建议。The construction of co-ordinating scientific and technological resources' dynamic monitoring index system is crucial to promoting the opening and sharing and efficiency of scientific and technological resources.Firstly after removing less relevant indicators from index-item through principal component analysis,the paper extracts four common factors: Basic scientific and technological resources,enterprise technological innovation,scientific and technological cooperation and effect of co-ordinating scientific and technological resources,which reflect the level of co-ordinating scientific and technological resources,and constructs co-ordinating scientific and technological resources ' dynamic monitoring index system.Secondly by constructing the factor score model,a vertical and horizontal comparative analysis of dynamic monitoring results of six cities and one area from Shaanxi between the year 2006 and 2010 has been made.At last,some suggestions have been proposed to improve the efficiency of co-ordinating scientific and technological resources in Guan Zhong.
