摘　　要：农地流转监管性质上是经济法意义上的经济调制行为,面对农地流转的异化,应加强土地流转专项法规建设,制定《农地流转与保护法》,严格土地流转程序。设置征地回转制度,保障农民的耕种优先权;加强农地流转管理制度,强化农地流转监察制度;加强土地流转中介组织与从业人员的资格管理;运用经济法化解农民生活保障与农业效率的矛盾;加强农村执法、守法与司法制度建设。The nature of the supervision on agricultural land transfer is the economy modulation behavior regulated by economic law. In the face of agricultural land alienation, the special laws about land transfer should be strength- ened, and we should develop ＂ Agricultural Land Transfer and Protection Law＂ to make the land transfer process strict. We should establish land rotation system to protect farmers＇ s cultivation priority, strengthen agricultural land management system, strengthen the agricultural land monitoring system, strengthen the qualification management of land transfer intermediaries and employees,resolve the contradiction between protection the lives of farmers and agri- culture efficiency with economic laws ,and strengthen rural law enforcement ,law abided system and judicial system.
