虚拟货币流通与政府监管问题探析

摘　　要：虚拟货币以其便捷性促进了电子商务和虚拟网络经济的发展,但也带来了一些问题和隐患。为此,笔者通过建立"虚拟货币的流通模型"和"虚拟货币—现实货币的流向模型",厘清了虚拟货币的流通过程,对虚拟货币的流通参与方进行深入分析,试图对现阶段虚拟货币的监管给出较优监管选择,同时建议政府应该从对虚拟货币发行机构的准入实施管理、对虚拟货币发行机构的运营实施现金准备制度、对虚拟货币发行机构实施评级制度等三个方面对虚拟货币进行监管。Virtual currency promotes the development of e-commerce and virtual network economy for its convenience, but with problems and hidden dangers as well. The paper analyzes participants of virtual currency＇ s circulation and clarified the process with a circulation model and flow model of virtual currency. Regulatory options by government to virtual currency＇ s regulation of the present stage in terms of the virtual currency issuer＇s admittance, cash reserves and rating institution is proposed.
