水库安置区居民土地流转前后福利变化模糊评价

摘　　要：在阿马蒂亚.森的可行能力框架下对水库移民安置区土地流转过程中安置区居民福利的变化进行了研究。首先提出构成安置区居民福利的功能性活动和指标,其次提出适合本研究的各功能性活动和指标的权重函数,最后使用模糊综合评判法对三个水库安置区居民土地流转前后福利的变化进行衡量。结果显示,土地流转后安置区居民总体福利水平明显降低,模糊评价值从0.444下降至0.347。从功能指标看,除家庭经济状况外,社会保障、政治参与、心理均较大程度地变差;从转换因素看,受教育程度是安置区居民福利变化产生差异的显著性影响因素。因此,政府对安置区居民的补偿不能单纯依靠货币补偿,而应通过建立农村最低生活保障制度、养老和失业保障制度,形成复合的补偿方式;政府要同时考虑安置区居民的生存和发展问题,有针对性得增加其受教育的机会;政府还应该改善安置区的政治参与环境,以减少集体土地所有权的国家控制性对安置区居民福利造成的负面影响。Using the framework of Sen＇ s Capbility, this paper researched the welfare changes of original inhabitants that were caused by the land circulation in reservoir resettlements. First of all, it put forward functional activities and related indices in order to constitute the welfare of original inhabitants in migrant allocation. Secondly, it proposed weighting function which was applied to the functional activities and indicators in this study. Finally, it measured the welfare variations of original inhabitants in reservoir resettlements with the fuzzy comprehensive evaluation method. The results show that： the total welfare level of original inhabitants in the three reservoir resettlements obviously reduced, and fuzzy evaluation value fell from 0. 444 to 0. 347. From functional activities, apart from economic situation, the other aspects were much worse than before. From the conversion factors, the education level was the significant factor which can cause differences of residents＇ welfare variations. Therefore, the government should establish a compound compensation mode by means of establishing rural minimum subsistence guarantee system, pension system and unemployment insurance system, instead of just using monetary to compensate original inhabitants of resettlement area. The government must consider the subsistence issues and the development issues of original inhabitants simultaneously, and increase job opportunities accordingly for them. In order to reduce the negative effect on the welfare of original inhabitants, which was caused by the statecontrolled characteristic of cooperative land ownership, the government should improve the environment of political participation in resettlement areas.
