摘 要:随着居民收入水平持续快速增长,交通拥堵问题日益成为影响北京城市健康发展的障碍。针对北京特殊的政治地位和经济地位,以东京经验为参照系,从城市规划与制度因素两方面剖析了北京交通拥堵困境的根源,并以此为基础,提出了缓解困境的政策建议。With the sustained rapid rising income of the residents, the traffic jam is hecoming a big problem, which is preventing Beijing from the healthy development. Taking the experience of Tokyo as our reference frame, we find two aspects of the problem :From the point of the city planning, there are some basic reasons caused the traffic jam, such as the serious structural imbalance in the role of the city, the lack of the density of the traffic network and the defects of supporting facilities; While in the aspect of institution perspective, there are also two important reasons resulted in the traffic jam, where one is the high rate of the government cars and the misuse of these cars for private purpose, and the other is the unreasonable parking charge system. At last, we offered some policy suggestions to manage the traffic jam in Beijing.
