摘　　要：在碳排放配额假设的前提下,将林业碳汇初级市场的交易要素和交易过程分别与一般碳排放市场进行比较,根据对比得出林业碳汇市场交易要素的特征,详细分析了初级市场交易过程的产权问题明显化、交易成本增大化、环境影响多样化等特点,并提出林业碳汇初级市场的建立和发展可能存在的问题和风险。同时,根据问题和风险存在的可能性,建议政府有关部门和企业在林业碳汇市场中应发挥相应的作用。Under the presumption of quota,this paper compares the primary market transaction process and elements between forest carbon and general carbon emission market.By comparison,it suggests the characteristics of transaction elements in forest carbon sequestration market and analyzes the property rights,augmented cost and environmental diversification of transaction process elaborately.Finally,it suggests the possible risks of the forest carbon sequestration market＇s development in the primary stage,as the possibility of problems and risks,government and companies should play reasonable roles.
