论社会工作介入犯罪预防领域的必然性

摘　　要：我国多年来实施社会治安综合治理模式进行犯罪预防,但成效不佳,为切实降低犯罪率,减轻司法系统的负荷,需要寻找新的干预措施。社会工作凭借其专业宗旨和理念成为犯罪预防必然的选择:社会工作追求的公平正义、个体与社会之间的良性互动是犯罪预防的治本之策;社会工作作为第三方参与到社会管理工作中来,有助于社会的和谐稳定;社会工作重视弱势群体的权益,且整合多种工作方法来消解潜在犯罪人个体及其微观环境中的致罪因素,也可以发挥其社会政策的功能,化解社会结构中的致罪因素,实现社会预防和心理预防的双重目标。为了有效地发挥社会工作介入犯罪预防的效果,可以从四个方面开展工作:面向所有公民的常规服务工作、面向高危人群的评估和干预工作、面向犯罪嫌疑人群的衔接工作及社会政策制定的倡导工作。In our country, comprehensive administration of social security has conducted for many years, but it failed to get expected effects in decreasing criminal rate and lightening the burden of judicatory system, so it is necessary to find new measures. Social work featuring its professional doctrine and concept comes to be the certain choice of preventing crimes. Fairness and justice that social work pursues, good interaction between in- dividuals and society remain the essential measure against crimes. Social work can be introduced into social management as the third part, which contributes to harmony and stability of society ; social work stresses at the interests of disadvantage groups and integrates many ways to eliminate criminal inducement of individuals in microscope, and at the same time plays its function in social policy to reduce the negative influence of social structure to realize social prevention and psychological precaution. The paper put forward measures in four as- pects to enhance the effect of social work＇s introduction into criminal prevention, including conventional service for all citizens, evaluation and intervention for high-risk group, auxiliary and cohesive work for suspects, and stipulation work for social policy.
