摘　　要：经由人权保护理念、恢复性司法理念和社会福利理念等诸种社会思潮催酶,加之社会环境力量、社会工作专业发展和被害人需求等多重社会性因素的诱发,被害人社会工作首先在国外得以诞生与发展,并逐渐形成了以被害人/证人协助方案、被害人服务方案、被害人与加害人调解方案、审前和解、安全邻里/犯罪预防方案和补偿方案等为主要内容的被害人社会工作体系。而借鉴和参考国外被害人社会工作的先进理念和经验,顺应发展契机,应对和谐社会建设所面临的巨大挑战,加快发展我国被害人社会工作自然就成为转型期一项极为重要的社会工作内容。Under various thinking trends such as the concept of human rights protection, the concept of re-storative justice and that of social welfare, etc. , triggered by kinds of social factors including social and envi-ronmental power, professional tendency of social work as well as the needs of victims, victim＇s social work came to emerge and develop gradually into a system, which covered victim or witness assistance, victim serv-ice, intermediation between victim and injuring party, pretrial reconciliation, safe neighbor or criminal pre- vention and complementary plans. Facing serious challenges in building a harmonious society, we should draw concepts and experiences from foreign victim＇s social work, propel the building of our victim＇s social work, and make it a vital content in our social works.
